Jean Serge Quesnel

Jean Serge Quesnel is adjunct professor of the School of Public Policy and Administration of Carleton University and the National Public Administration School of the University of Quebec. He is Senior Facilitator at the United Nations System Staff College (UNSSC). He was director of the evaluation offices of the Canadian International Development Agency, the Inter-American Development Bank and the United Nations Children Fund (UNICEF). He was chairman of the OECD-DAC Expert Group on Evaluation, the founding president of the Evaluation Cooperation Group of the International Financial Institutions. He led the Task Teams of the United Nations Evaluation Group on the UN Norms & Standards and the Professionalization of evaluation in the UN System. He was the founding coordinator of the Francophone Evaluation Network. Mr. Quesnel was involved in the creation and strengthening of many global, regional and national evaluation associations and networks. In 2012, EvalPartners and IOCE gave him an Award of appreciation for the promotion of the profession of evaluation worldwide. He is a member of the international relations work group of the Canadian Evaluation Society.
